Debra Allen is an active volunteer who works closely with the Institute for Human Services (IHS), Hawaiβ€˜i’s leading nonprofit focused on ending homelessness and restoring lives. Through her investigative expertise and deep local knowledge, Debra has assisted IHS in reuniting families from both the mainland and Hawaiβ€˜i with loved ones who have gone missing or are living unhoused on the islands.

Her work has helped bridge communication gaps between families and vulnerable individuals, bringing hope and healing to those affected by separation, displacement, and mental health challenges. Debra is proud to support the compassionate, tireless efforts of IHS, whose programs provide emergency shelter, outreach services, case management, and long-term solutions to break the cycle of homelessness.

By volunteering her time and professional resources, Debra underscores her commitment not only to public safety and accountability, but to human dignity and community restoration.

TOP COP Hawaii is a non-profit organization dedicated to advancing public safety by awarding scholarships to students pursuing degrees in Criminal Justice and by recognizing excellence in law enforcement and professional security. Each October, TOP COP Hawaii hosts its annual Awards Ceremony, where scholarships are presented to deserving high school seniors and college students, and TOP COP Awards are given to outstanding individuals from our military, federal, state, city, and county law enforcement and security agencies for exceptional service over the past year.
